Yes — apply to run your area's hub. I review every application personally. There's one hub per area (each town, or a city's borough or district), and you can lead one hub.

To keep each community focused and well-moderated, and to avoid fragmenting an area across competing hubs. Big cities are split into boroughs and districts so a hub stays a sensible, local size.
